Not a soul benefited more from terrorism than the United states, the united kingdom, as well as Israel. They use terrorism as an excuse to modify the law, giving more power to authorities that they control and at the same time removing freedoms and civil liberties from the average Joe.

They use terrorism or the war on terror as a reason, to attack and conquer foreign lands. These people exploit our fearfulness to gain support.

If terrorism as well as WMD are this type of danger, then you might want to consider some of the incentives behind it.

Terror provides more money to terrorist organizations in addition to rogue states via the United states and the UK. Not anyone has or sells more weapons in comparison to the US and UK.

War is Money or War = Cash and Power
