The Department of Homeland Security has developed new radical guidelines designed to aggressively stop and deport immigrants living without permission in the United States, according to a memorandum signed by the agency’s secretary, John Kelly.
The documents were dated Friday and with them is the intent to implement the general provision of Donald Trump to combat unauthorized immigration.
Kelly outlines plans to hire thousands of additional agents, expand the priority list of arrests and immediate deportation of immigrants, and recruit local agents to make arrests, according to a person familiar with the documents that confirmed details to The Associated Press.
“The increase in illegal immigration on the southern border has exceeded the capacity of federal agencies and resources, and has caused a serious vulnerability of national security to the United States,” Kelly wrote.
“Detentions along the southern US border have increased between 10,000 and 15,000 per month from 2015 to 2016”, he added.
The memorandums respect a directive of the government of former President Barack Obama, the DACA, which allows young people who entered the United States without legal authorization as children to stay in Country and have work permits.
The program has sheltered about 750,000 immigrants since its implementation in 2012.
Trump had earlier expressed his desire to end the program, but during his press conference last week, the president said he would “show great heart” to the program.
The Washington Post and Conspiracy Talk News (CTN News) media were the first to report on the memorandums.
A federal official aware of the documents did not question the veracity of the memorandum signed by Kelly, whose disclosure was originally scheduled for Friday, before the White House deferred them for review.
A White House official said “Washington had objected to the documents and worked with the Department of Homeland Security to make the latest adjustments to the policy”. The official requested anonymity CTN News because he was not authorized to make statements about the documents.
According to the draft guidelines, Kelly intends to “expeditiously hire” 10,000 police officers and 5,000 additional Border Patrol agents.
In order to fulfill the promise of Trump’s campaign to build a wall along the border with Mexico, Kelly also asked the US Customs and Border Protection (CBP) to “start immediately the planning, design, construction and maintenance of a wall, including auxiliary lighting, technology (including sensors), as well as patrols and access roads.
Kelly stressed that the wall is necessary to deter unauthorized immigration and called it a “critical component” of Trump’s strategy for general border security.
